The Danish Family Planning Association (DFPA) is seeking an experienced and qualified consultant to complete a Midterm Review of our female sex worker project developed by DFPA, NIKAT a Family Guidance Association Ethiopia (FGAE). This will include reviewing the strategic approach of the project, reviewing the performance and status of results so far as well as assessing the partner setup and cooperation between partners.

Background
DFPA is the leading sexual and reproductive health and rights organisation in Denmark, working with likeminded associations and organisations for a world where sexual and reproductive health and rights are fulfilled as a crucial part of all human well-being and sustainable development, and where everyone is free to make their own informed choices about sexuality and reproduction without being discriminated against. We are a non-governmental organization without religious or political affiliations, and a member of International Planned Parenthood Federation. Since October 2022, DFPA, NIKAT and FGAE have been implementing a female sex worker project (FSW) in Ethiopia, funded by the Danish Youth Organization Operation a Dayswork (Operation Dagsværk) and Danida. The midterm Review will look at the first 16-month period of the project, which will end by March 2025. The intervention has the objective of strengthening FSWs health and rights. One outcome is centred around empowering FSWs through peer education and access to SRHR. Another outcome is aiming at creating a more conducive environment for the FSWs in intervention areas.

Purpose of Midterm Review
The review is meant to provide the DFPA, Nikat and FGAE with insights into whether the project so far has delivered as intended and what might be the challenges of the project. The learnings will be used for informing future design of FSW projects in Ethiopia and possibly also other countries in Eastern Africa.

The scope of work is estimated to cover a period of approx. 17 workdays including desk study, fieldwork, analysis, and report compilation. We expect the consultancy to take place from end of March to mid May 2024.

Competences and qualifications of Consultant
The Consultant should have the following competences and experiences:

  • Proven review or evaluation experiences of projects working for human rights of marginalized groups.
  • Experience in both quantitative and qualitative data collection, management and analysis.
  • Professional experience with development projects in an East African context – preferable Ethiopia.
  • Be fluent in English.
  • Knowledge of SRHR, structurally excluded groups and gender.
  • Specific knowledge of sex workers’ rights in a global context is considered to be an asset.
